En este trabajo se analizan las políticas públicas de inversión extranjera directa ejecutadas por el gobierno federal de México de 1970 a 2018. Se hace especial énfasis en las últimas dos administraciones: 2007-2012 y 2013-2018. Con ello, se busca conocer si las variables positivas de la literatura para atraer IED han tenido un efecto favorable en el desarrollo económico de México, si expanden los beneficios como motor de desarrollo social y si aportan transferencia tecnológica, investigación y desarrollo, estímulo a la competencia y apertura comercial. Se demuestra que existe algún tipo de relación entre el crecimiento del PIB y la IED, pero que este último no es un factor determinante para su crecimiento. También, es posible aprecia cierta relación entre la disminución de la pobreza moderada y el incremento de la IED.
This paper analyzes foreign direct investment’s public policies executed by the Federal Government of Mexico from 1970 to 2018. Particular attention is drawn to the last two administrations: 2007-2012 and 2013-2018. Thus, this document tries to prove if the positive variables shown in academic literature to attract FDI have had a favorable effect in the economic development of Mexico, if it increases its benefits as an engine of social development and if it contributes to technological transference, research, and development, enhance competition and trade openness. It proves that there is some sort of rapport between GDP and FDI growth, but FDI is not a determining factor for its evolution. Also, there is some sort of relation between the reduction of moderate poverty and the raise of FDI flows.
