Este trabajo es un recorrido historiográfico sobre el surgimiento del pensamiento tecnocrático y a su intervención en las modernizaciones de la administración pública en México en el periodo 1946-2012. Aporta elementos que permiten reconocer y describir cómo se formó la cultura política de la élite burocrática que consolidó al Estado nacionalista y no sin tensiones y fisuras lo condujo a lo que hoy tenemos. Es también un recuento de las modernizaciones de la administración pública, donde se dan a conocer las ideas centrales, que dan pie, justifican y permiten entender la modernización administrativa en México, en esos años. Se cuenta quiénes formaron y de dónde surgieron los modernizadores de la administración pública que emergió después de la Revolución Mexicana, recorriéndose los saberes institucionalizados que dieron forma a las carreras de economía, sociología, ciencias políticas, administración pública y políticas públicas y se ubica y fecha la aparición de la racionalidad tecnocrática en el discurso gubernamental. Se aborda sustantivamente lo relativo a la élite burocrática, su cultura política y el perfil de los profesionales que la integran: políticos, burócratas, intelectuales, funcionarios, técnicos, tecnócratas, mostrando cómo el cambio de perfil de sus integrantes obedece a la necesidad de los tiempos y a los imperativos de la modernización administrativa que requería cada vez más a especialistas.

Polythiophene derivative functionalized with disperse red 1 chromophore: Its third-order nonlinear optical properties through Z-scan technique under continuous and femtosecond irradiation

A copolymer of 3-hexylthiophene and thiophene functionalized with disperse red 1, poly(3-HT-co-TDR1), was synthesized. Chemical structure, molecular weight distribution, optical and thermal properties of this copolymer were characterized by NMR, FT-IR, UV–vis, GPC and DSC–TGA. An optical nonlinear analysis by Z-scan method was also performed for both continuous wave (CW) and pulsed laser pumping. In the CW regime the nonlinearities were evaluated in solid films, and a negative nonlinear refractive index in the range 2.7–4.1 × 10−4 cm2/W was obtained. These values are notoriously high and allowed to observe self-defocusing effects at very low laser intensities: below 1 mW. Further, nonlinear self-phase modulation patterns, during laser irradiation, were also observed. In the pulsed excitation the nonlinear response was evaluated in solution resulting in large two-photon absorption cross section of 5725 GM for the whole copolymer chain and with a value of 232 GM per repeated monomeric unit.

Synthesis and crystal structures of a series of Schiff bases: a photo-, solvato- and acidochromic compound

Seven Schiff base derivatives of 4-dimethylamino-trans-cinnamaldehyde were synthesized in good yield. The structures of all new derivatives were established by IR, 1H, 13C NMR and HRMS experiments and three of them were corroborated by X-ray diffraction studies. Analysis of the supramolecular structures evidenced the presence of strong intermolecular hydrogen bonds (O–H⋯N) which promote the formation of molecular chains. The linear properties of this series of chromophores were investigated by UV-Vis and fluorescence spectroscopy in solution and in the solid state. The results revealed interesting photochromic properties for compound 2a promoted by a hydrogen bonding interaction in the solid state, which was established by absorption and emission spectra. Further evidence of the specific interactions that take place in compound 2a was obtained by studying the solvent effects observing a solvato- and acidochromic behavior.

Third-Order Nonlinear Optical Behavior of Novel Polythiophene Derivatives Functionalized with Disperse Red 19 Chromophore

Two copolymers of 3-alkylthiophene (alkyl = hexyl, octyl) and a thiophene functionalized with disperse red 19 (TDR19) as chromophore side chain were synthesized by oxidative polymerization. The synthetic procedure was easy to perform, cost-effective, and highly versatile. The molecular structure, molecular weight distribution, film morphology, and optical and thermal properties of these polythiophene derivatives were determined by NMR, FT-IR, UV-Vis GPC, DSC-TGA, and AFM. The third-order nonlinear optical response of these materials was performed with nanosecond and femtosecond laser pulses by using the third-harmonic generation (THG) and Z-scan techniques at infrared wavelengths of 1300 and 800 nm, respectively. From these experiments it was observed that although the TRD19 incorporation into the side chain of the copolymers was lower than 5%, it was sufficient to increase their nonlinear response in solid state. For instance, the third-order nonlinear electric susceptibility () of solid thin films made of these copolymers exhibited an increment of nearly 60% when TDR19 incorporation increased from 3% to 5%. In solution, the copolymers exhibited similar two-photon absorption cross sections with a maximum value of 8545 GM and 233 GM (1 GM = 10−50 cm4 s) per repeated monomeric unit.

A Schiff base derivative from cinnamaldehyde for colorimetric detection of Ni2+ in water

A novel Schiff base (L1) derivative from cinnamaldehyde with a simple structure was synthesized and evaluated as a sensitive colorimetric Ni2+ sensor in aqueous solution. Addition of nickel dissolved in water into a L1 solution produced a rapid color change from faded yellow to deep orange, corresponding to a large red shift in the absorption peak from 435 to 480 nm. L1 exhibited a detection limit for Ni2+ in water of 1 × 10−7 M measured by absorption spectroscopy, whereas by naked eye the detection limit was of the order of 5 × 10−6 M. Interaction between L1 and other biologically and environmentally relevant metal ions such as Hg2+, Pb2+, Co2+, Cu2+ and Mn2+, induced minimal spectral changes. These results show that the Schiff base L1 could be an excellent Ni2+ chemosensor with high metal selectivity and with the capability to perform the detection in water over a pH range of 5.5–8.

El desarrollo de la tecnología crece aceleradamente día con día, esto ha originado una mayor disponibilidad de la misma para la población en general. Tenemos dispositivos electrónicos y ópticos en el hogar, la oficina, el auto, etc. Cuando vemos su interior, se observa que con-tienen un sinnúmero de piezas usualmente dispuestas en tarjetas electrónicas. Imaginemos ahora que cada una de ellas pueda ser sustituida por una pequeña unidad de construcción de un millón de veces menor al diámetro de un cabello humano, y que estas pequeñísimas piezas podrían constituirse por moléculas orgánicas. Estas moléculas estarían formadas principalmente por arreglos de átomos de carbón e hidrógeno y pueden sufrir cambios en su estructura o en su disposición en el espacio al incidir un haz de luz. Esto puede ser aprovechado en componentes electrónicos para lograr mejor funcionalidad en un menor volumen, así como en la reducción de costos de fabricación y operación. The technology development is rapidly growing every day and this has originated that it is available for most of the people. We have

electronic and optical devices at home, in the office, in the car, etc. When we take a look inside of these devices, it is observed that they contain a huge number of small parts usually arranged on electronic

cards. Let us imagine that every single piece of these cards could be substituted for a tiny unit of construction a million times smaller than the diameter of a human hair, and that these tiny units could be constituted by organic molecules. They would be mainly conformed per arrays of carbon and hydrogen atoms and could have changes in their structure or in their spatial conformations when light hit them. This can be used in electronic components to achieve better performance, in a very small volume and at low cost in their fabrication and operation. This field belongs to the organic photonics and organic opto-electronics.

Reversible holography and optical phase conjugation for image formation/correction using highly efficient organic photorefractive polymers

In this work, we report the reversible reconstruction of holographic and distorted transmission images through the four wave mixing (FWM) technique and optical phase conjugation (OPC), an alternative method to adaptive optics, by using highly efficient Photorefractive (PR) polymers fabricated in our laboratories. These PR polymers are based on our synthesized nonlinear chromophore 4-[4-(diethylamino)-2 hydroxybenzylideneamino] benzonitrile (Dc). For the PR devices, diffraction efficiencies as high as 90% at 25 wt.% doping level of Dc at an external applied electric field (Eext) around 56 V/μm are achieved. The reconstruction implementation is simple, of low cost, all-optical and it is capable of recovering 90% of the original images. The real-time holographic experiments were performed at Eext of just 27 V/μm, which is one of the lowest reported values. Reversible holographic imaging is showed with a rise-time around 0.35 s.

New polythiophene derivatives and enhanced photovoltaic effect by a boron compound blended with them in OPVs cells

Synthesis and characterization of new polythiophenes derivatives PI, PC, PD, and PA are presented; the synthesis method to obtain such polymers is easy of performing, inexpensive, versatile and reproducible. Experimental measurements of the HOMO and LUMO levels, electrochemically determined, of these polymers are also reported and their energy gaps are correlated with their absorption spectra and the device photovoltaic performance. When in the active layer of solar cells are mixed any of these polymers with the organo-boron compound 6-nitro-3-(E)-3-(4-dimethylaminophenyl)allylidene)-2,3-dihydrobenzo[d]-[1,3,2]-oxazaborole (M1), more than two fold improved power conversion efficiency is reached. M1 presents a red shift absorption band with respect to those of the new synthesized polythiophene derivatives, increasing the overall absorption when blending with these polymers, and due to also its electron donor character, there exists an enhanced efficiency. The solar performance of these OPVs cells was acceptable with an average Voc of above 500 mV, a Jsc of almost 3 mA/cm2, and η = 0.41%.

La economía y la administración están inmersas en el universo de las ciencias sociales, áreas del conocimiento que comprenden dominios diferentes, pero también convergen y se intersectan en un objeto de estudio: las organizacienones y sus agregados (industrias o sectores). Desde una perspectiva social, los estudios económico-administrativos informan sobre cómo hacer eficientes a las organizaciones y competitivos a los sectores con la finalidad de impactar positivamente en la justicia social (por ejemplo: mediante productos de mejor calidad a mejores precios). El auge de este tipo de estudios está extendido a fenómenos clave en el mundo de hoy, tales como: la ventaja competitiva, la innovación, la administración de la cadena de suministros y la administración verde, entre otros.

El objetivo de este libro es difundir las aportaciones hechas a los estudios económico-administrativos, ya sea como reflexiones teóricas o a modo de evidencia empírica, pues la conjunción de varias ciencias ayuda a comprender fenómenos complejos mejor que una disciplina en forma aislada. Más que la homogeneidad de teorías o hegemonía de unas sobre otras, la investigación interdisciplinaria construye un acercamiento a la diversidad de puntos de vista: se buscan factores, métodos o lenguajes comunes alrededor de un objeto de estudio (Fernández, 2009; Martínez, 1997), llegándose a conformar una comunidad científica con antecedentes disciplinarios diferentes, pero con cierta unidad, relaciones y acciones recíprocas (Kuhn, 1995). Así, en este texto el objeto de estudio es el funcionamiento e interacción de las organizaciones, como integrantes de los sectores económicos, en los mercados locales y globales. La comunidad científica está conformada por investigadores y egresados del Doctorado en Ciencias Económico-Administrativas, el cual nace en 2006 en la Universidad Autónoma del Estado de México, a cargo de la Dependencia de Educación Superior (DES) Económico-Administrativa.
