Génesis del nacionalismo de derecha en la América Latina del siglo XXI

Desde el siglo XIX se han realizado diversos estudios acerca de los orígenes de las naciones modernas, incluyendo su fundamento ideológico: el nacionalismo. En Europa y Estados Unidos se ha relacionado al nacionalismo con la ruta ideológica de la derecha política, sin embargo en el caso de países de América Latina, el nacionalismo ha estado más enlazado con una visión de izquierda política. A finales del siglo XX y comienzos del siglo XXI, en Latinoamérica se han venido gestando agrupaciones políticas nacionalistas de caracteres tradicionalistas y orientados a ciertos valores conservadores. Usando los casos de México y Perú, el presente trabajo explica por qué están surgiendo grupos nacionalistas que pueden ser asociados a la derecha política en la América Latina del siglo XXI, cuando históricamente grupos de tal índole han correspondido más al continente europeo.

Hablar de democracia, gobierno y administración en la Ciudad de México, nos remite a dos momentos históricos del pasado reciente: el primero hace referencia a 1994, fecha en que aparece la Ley de Participación Ciudadana, primera normatividad político administrativa de corte ciudadano, que presenta objetivos que enlazan el quehacer gubernamental con las necesidades ciudadanas; el segundo se da en 1997 con la aparición y ascenso de un Jefe de Gobierno, que a diferencia de sus antecesores, que fungían como Jefes del Departamento del Distrito Federal, eran nombrados por el Ejecutivo Federal y actuaban con facultades delegadas, en tanto que el Jefe de Gobierno es electo de manera directa y actúa con facultades autónomas. De esta forma con un gobierno autónomo, los habitantes de la Ciudad de México dejaron de considerarse como "ciudadanos de segunda", como en algún momento se les calificó, debido a que no contaban con sus derechos jurídicos de votar por las personas que los gobernaban, con el primer Jefe de Gobierno electo en 1997, se marca un "parteaguas" en la vida del Distrito Federal en donde las formas de hacer gobierno y administración pública provocan nuevos esquemas y formas de actuación política y administrativa.

Voter´´´'s dilemma between honest and competent candidates in the 2018 elections in Mexico and Brazil

This article is dedicated to understanding and explaining the electoral dilemma “Dishonest, but competent” and “Honest, but incompetent” in the elections of legislators, governors and municipal presidents in 2018 in Mexico and Brazil. The research questions that guided the investigation are: Why are there voters in Mexico and Brazil who vote for “dishonest” candidates? And how do the voters of those countries decide their vote in the face of this dilemma? The theoretical approach of this work is Social Psychology through two analytical tools: the Funnel of Causality and the Tripartite Model of Attitudes. The methodology is mixed, quantitative and qualitative, using statistical models with data from the international surveys World Values Survey and Comparative Studies of Electoral Systems, as well as the application of Focus Groups in the distance modality. In this way, four categories of voter are proposed: moralist, moralist-moderate, pragmatic-moderate and pragmatic. The arguments of this work are: first, that regardless of cultural differences, there is an “affective voter” “non-rational” who makes decisions based on emotions and intuition, demonstrating that the affective components of attitudes are more relevant than the cognitive ones in electoral choice; second, that voting for “dishonest” candidates is determined under a greater influence of “short-term factors” such as candidate characteristics and short-term events rather than “long-term factors” such as party loyalties and ideology.

Sustainability assessment based on stakeholders’ perception of tourism activities in Loreto Bay National Park, Mexico

"To assess the level of sustainability, based on stakeholders’ tourism perceptions of Loreto Bay National Park (LBNP) in Mexico. Methodology: Indicators were selected and organized in three components: (1) destination management; (2) social, economic, and cultural impact; (3) environmental impact; and two dimensions: social and environmental. Surveys were applied to tourist companies, residents, and visitors. Contingency tables were used to identify significant dependence between indicators. Results: The results showed an acceptable sustainability level. Indicators with lower value were residents’ knowledge about PA, the benefit they obtain from tourism, as well as their participation in environmental activities. Limitations: Some of the indicators used are specific to LBNP, therefore they should be adequate for each PA. Conclusions: The study concludes with the contributions of the method and a series of recommendations to increases residents’ economic benefit and their involvement in PA management."

"Valuar el nivel de sustentabilidad, con base en las percepciones turísticas de las partes interesadas del Parque Nacional Bahía de Loreto (PNLB) en México. Metodología: se seleccionaron indicadores y se organizaron en tres componentes: (1) gestión de destinos; (2) impacto social, económico y cultural; (3) impacto ambiental; y dos dimensiones: social y ambiental. Se aplicaron encuestas a empresas turísticas, residentes y visitantes. Se utilizaron tablas de contingencia para identificar la dependencia significativa entre indicadores. Resultados: un nivel de sustentabilidad aceptable. Los indicadores con menor valor fueron el conocimiento de los residentes sobre las AP, el beneficio que obtienen del turismo, así como su participación en actividades ambientales. Limitaciones: algunos de los indicadores empleados son específicos para el PNBL, por lo que deben adecuarse a cada AP. Conclusiones: las aportaciones del método y una serie de recomendaciones para incrementar el beneficio económico de los residentes y su participación en la gestión de las AP."

“Mexico half way of making”: Carlos Chávez and the foundation of the National Institute of Fine Arts (INBA) (1945-1947)

I am focusing on the interaction between a cultural agent, Carlos Chávez, and the government elite, related to the circumstances of the enunciation of a public and official organism, INBA (The National Institute of Fine Arts), because I assume that political relations are fundamental to understand a process that endorsed the official culture as an appendage of politics. In spite of its relevance, this subject has not been studied. Based on archival documentation (at the National Archive of Mexico and the archive of INBA) I am examining the cultural policies derived from the foundation of INBA. Due to the current pandemic situation, it was not possible to consult other documental sources. I am formulating that the concept of “high culture” was at the core of a wider conflict between governmental interests and those of representative social actors, and I conclude that this obstacle would have conferred a major political and symbolical importance to the Institute, and consequently, would restrict its budget.

Molecular modeling simulation studies reveal new potential inhibitors against HPV E6 protein

High-risk strains of human papillomavirus (HPV) have been identified as the etiologic agent of some anogenital tract, head, and neck cancers. Although prophylactic HPV vaccines have been approved; it is still necessary a drug-based treatment against the infection and its oncogenic effects. The E6 oncoprotein is one of the most studied therapeutic targets of HPV, it has been identified as a key factor in cell immortalization and tumor progression in HPV-positive cells. E6 can promote the degradation of p53, a tumor suppressor protein, through the interaction with the cellular ubiquitin ligase E6AP. Therefore, preventing the formation of the E6-E6AP complex is one of the main strategies to inhibit the viability and proliferation of infected cells. Herein, we propose an in silico pipeline to identify small-molecule inhibitors of the E6-E6AP interaction. Virtual screening was carried out by predicting the ADME properties of the molecules and performing ensemble-based docking simulations to E6 protein followed by binding free energy estimation through MM/PB(GB)SA methods. Finally, the top-three compounds were selected, and their stability in the E6 docked complex and their effect in the inhibition of the E6-E6AP interaction was corroborated by molecular dynamics simulation. Therefore, this pipeline and the identified molecules represent a new starting point in the development of anti-HPV drugs. © 2019 Ricci-López et al.
