Technological determinants and investment decisions: a Mexican manufacturing industry analysis

En este trabajo se analiza la influencia de determinantes tecnológicos en las decisiones de inversión de las empresas manufactureras mexicanas. Se utilizan estimaciones de eficiencia obtenidas a partir del Análisis Envolvente de Datos (DEA, por sus siglas en inglés), así como indicadores tecnológicos para las regresiones a través de Mínimos Cuadrados Ordinarios (MCO). El análisis se realiza partiendo de datos de corte transversal. La evidencia empírica sugiere que la eficiencia técnica a partir de los factores productivos capital y trabajo puede incentivar los niveles de inversión.
The influence of technological determinants on the investment decisions of Mexican manufacturing firms is discussed in this work. Efficiency estimates obtained from the Data Envelopment Analysis (DEA) and technology indicators for the regressions through Ordinary Least Squares (OLS) are used to develop the study. The analysis is based on cross-sectional data. Empirical evidence suggests that the technological efficiency that arises from productive factors (capital and labor) may encourage investment.

This text analyzes Helena Paz’s Memoirs, in the light of the autobiographical and biographical texts about Elena Garro’s life. The thesis of the text is that there are many elements supporting the statement that a substantial part of Elena Garro’s unedited memoirs are found inserted in her daughter’s (Helena Paz’s) Memoirs. Arguments for such an assertion are presented, together with the excerpts which would correspond more to the experiences of the mother than to those of the daughter.

El artículo 5 del Código Fiscal de la Federación de los Estados Unidos Mexicanos establece que “Las disposiciones fiscales que establezcan cargas a los particulares y las que señalen excepciones a las mismas, así como las que fijan infracciones y sanciones, son de aplicación estricta” (Cámara de Diputados, 2012). El propósito del presente artículo es discutir sobre el concepto de “aplicación estricta” demostrando que es insostenible lingüística y racionalmente y, a partir de ello, proponer un nuevo concepto pertinente a la argumentación fiscal llamado “construcción del sentido” de las disposiciones fiscales.
Article 5th of the Federal Tax Code of the United States of Mexico establishes that “Tax provisions which institute obligations or tax exceptions to individuals (tax payers) as well as those which establish penalties and sanctions are to be strictly applied.” The purpose of this article is to discuss the concept of “strict application” of tax provisions showing that such concept cannot be sustained based on linguistics nor reason. Therefore a new concept is proposed to the tax argument called “making sense” or “constructing sense”.

Crop residue management and tillage are known to affect the soil bacterial community, but when and which bacterial groups are enriched by application of ammonium in soil under different agricultural practices from a semi-arid ecosystem is still poorly understood. Soil was sampled from a long-term agronomic experiment with conventional tilled beds and crop residue retention (CT treatment), permanent beds with crop residue burned (PBB treatment) or retained (PBC) left unfertilized or fertilized with 300 kg urea-N ha-1 and cultivated with wheat (Triticum durum L.)/maize (Zea mays L.) rotation. Soil samples, fertilized or unfertilized, were amended or not (control) with a solution of (NH4)2SO4 (300 kg N ha-1) and were incubated aerobically at 25 ± 2 °C for 56 days, while CO2 emission, mineral N and the bacterial community were monitored. Application of NH4+ significantly increased the C mineralization independent of tillage-residue management or N fertilizer. Oxidation of NH4+ and NO2- was faster in the fertilized soil than in the unfertilized soil. The relative abundance of Nitrosovibrio, the sole ammonium oxidizer detected, was higher in the fertilized than in the unfertilized soil; and similarly, that of Nitrospira, the sole nitrite oxidizer. Application of NH4+ enriched Pseudomonas, Flavisolibacter, Enterobacter and Pseudoxanthomonas in the first week and Rheinheimera, Acinetobacter and Achromobacter between day 7 and 28. The application of ammonium to a soil cultivated with wheat and maize enriched a sequence of bacterial genera characterized as rhizospheric and/or endophytic independent of the application of urea, retention or burning of the crop residue, or tillage.

Maize seed aid and seed systems development: Opportunities for synergies in Uganda

In the name of food security, governments and NGOs purchase large volumes of maize seed in non-relief situations to provide at reduced or no cost to producers. At the same time, efforts to build formal maize seed systems have been frustrated by slow turnover rates – the dominance of older seed products in the market over newer, higher performing ones. Under certain conditions, governments and NGO seed aid purchases can support formal seed systems development in three ways: i) support increased producer awareness of new products, ii) support local private seed industry development, and iii) advance equity goals by targeting aid to the most vulnerable of producers who lack the capacity to purchase seeds. This study explores the objectives and activities of seed aid programmes in Uganda and their interactions with the maize seed sector. We draw insights from interviews with representatives of seed companies, NGOs and government agencies, as well as focus group discussions with producers. The findings indicated that seed aid programme objectives are largely disconnected from broader seed systems development goals. There is little evidence of public-private collaboration in design of these programmes. Better designed programs have the potential to align with varietal turnover objectives, commercial sector development and targeting of underserved markets could promote equity and ‘crowd in’ demand.
