Efecto del gasto público en movilidad social: un análisis de los programas sociales de transferencia públicos en México en el periodo 2000 – 2020

El presente documento parte desde la problemática del estancamiento en la definición de movilidad social, misma que se interpreta exclusivamente como sinónimo de disminución de pobreza. Por ende, el trabajo analiza el avance histórico en materia de movilidad social en México durante el siglo XX y presenta, mediante una propuesta innovadora, un análisis del desempeño de los programas públicos de transferencia y su efecto en la movilidad social durante las primeras dos décadas del siglo XXI. El nuevo modelo de evaluación de la movilidad social se basa en antecedentes de medición presentadas por organismos como el Coneval y el INEGI, y además utiliza indicadores económicos y de distribución por decil para cuantificar el impacto de los programas de transferencias en la población.

Gracias a esta nueva metodología de análisis, se pudo apreciar el desempeño de la movilidad social en otros aspectos igualmente relevantes durante los periodos en observación, concluyendo - entre otras cosas - que en el caso mexicano, el incremento del gasto público es irrelevante si los programas públicos de transferencias no se focalizan correctamente y peor aún si carecen de condicionalidad. Lo anterior, sin embargo, no significa que con esa fórmula el avance en movilidad social haya sido significativo comparado a otros casos latinoamericanos. De igual manera, la popularidad de los mismos es fundamental para que sobrevivan los cambios de gobierno.

Percepción de docentes pertenecientes al sector privado sobre el impacto de los estatutos de profesionalización en su desarrollo profesional

El presente trabajo aborda la percepción que tienen los docentes del sector privado con relación al impacto de los estatutos de profesionalización docente sobre su desarrollo profesional al interior de las instituciones privadas en que laboran. Lo anterior se debe a que en Colombia se encuentran vigentes dos estatutos de profesionalización docente, sin embargo ninguno de ellos incluye lineamientos que permitan a las instituciones privadas proveer de estrategias que favorezcan en el desarrollo profesional docente, distintas a la capacitación. Esta investigación se llevó a cabo a partir de un enfoque cualitativo de carácter fenomenológico, con participantes de las ciudades de Medellín, Cúcuta y Bucaramanga en Colombia. Como principales resultados, los docentes manifiestaron que existen limitaciones con relación a su desarrollo profesional pues no existen regulaciones específicas para ellos, lo que termina, a su vez, impactando negativamente sobre sus condiciones laborales.

Inferring cetacean population densities from the absolute dynamic topography of the ocean in a hierarchical bayesian framework

We inferred the population densities of blue whales (Balaenoptera musculus) and short-beaked common dolphins (Delphinus delphis) in the Northeast Pacific Ocean as functions of the water-column's physical structure by implementing hierarchical models in a Bayesian framework. This approach allowed us to propagate the uncertainty of the field observations into the inference of species-habitat relationships and to generate spatially explicit population density predictions with reduced effects of sampling heterogeneity. Our hypothesis was that the large-scale spatial distributions of these two cetacean species respond primarily to ecological processes resulting from shoaling and outcropping of the pycnocline in regions of wind-forced upwelling and eddy-like circulation. Physically, these processes affect the thermodynamic balance of the water column, decreasing its volume and thus the height of the absolute dynamic topography (ADT). Biologically, they lead to elevated primary productivity and persistent aggregation of low-trophic-level prey. Unlike other remotely sensed variables, ADT provides information about the structure of the entire water column and it is also routinely measured at high spatial-temporal resolution by satellite altimeters with uniform global coverage. Our models provide spatially explicit population density predictions for both species, even in areas where the pycnocline shoals but does not outcrop (e. g. the Costa Rica Dome and the North Equatorial Countercurrent thermocline ridge). Interannual variations in distribution during El Niño anomalies suggest that the population density of both species decreases dramatically in the Equatorial Cold Tongue and the Costa Rica Dome, and that their distributions retract to particular areas that remain productive, such as the more oceanic waters in the central California Current System, the northern Gulf of California, the North Equatorial Countercurrent thermocline ridge, and the more southern portion of the Humboldt Current System. We posit that such reductions in available foraging habitats during climatic disturbances could incur high energetic costs on these populations, ultimately affecting individual fitness and survival. © 2015, public library of science. Vibrissa growth rate in California sea lions based on environmental and isotopic oscillations

Pinniped vibrissae provide information on changes in diet at seasonal and annual scales; however, species-specific growth patterns must first be determined in order to interpret these data. In this study, a simple linear model was used to estimate the growth rate of vibrissae from adult female California sea lions (Zalophus californianus) from San Esteban Island in the Gulf of California, Mexico. The δ15N and δ13C values do not display a marked oscillatory pattern that would permit direct determination of the time period contained in each vibrissa; thus, time (age) was calculated in two ways: 1) based on the correlation between the observed number of peaks (Fourier series) in the δ15N profile and the length of each vibrissa, and 2) through direct comparison with the observed number of peaks in the δ15N profile. Cross-correlation confirmed that the two peaks in the δ15N profile reflected the two peaks in the chlorophyll-a concentration recorded annually around the island. The mean growth rate obtained from the correlation was 0.08 ± 0.01 mm d-1, while that calculated based on the observed number of peaks was 0.10 ± 0.05 mm d-1. Both are consistent with the rates reported for adult females of other otariid species (0.07 to 0.11 mm d-1). Vibrissa growth rates vary by individual, age, sex, and species; moreover, small differences in the growth rate can result in significant differences over the time periods represented by the isotopic signal. Desde su arribo a las islas, Colón estaba convencido de estar en las cercanías de Cipango, nada parecía convencerlo de lo contrario; todo lo que observa lo interpreta desde su convicción de estar en Asia. En el primer apartado de este capítulo se intentará demostrar tomando como referencia los escritos del propio Cristóbal Colón que éste consultó cartas de navegación, esferas e incluso tenía la firme intención de realizar una carta de navegación con el fin de mostrar la ubicación de Cipango. El segundo apartado refiere al hecho de que la única fuente documental sobre Cipango de la cual se tenía noticia dependía exclusivamente de narraciones de Marco Polo y se debatirá si Colón conoció o no dichos relatos.

Prevención de infecciones por Acinetobacter baumannii en la unidad de cuidados intensivos de adultos de un hospital de segundo nivel de atención

El Acinetobacter es un cocobacilo aerobio gramnegativo que se ha descrito desde un

organismo de patogenicidad cuestionable hasta el de un agente infeccioso de gran

importancia hospitalaria en todo el mundo y se presenta en pacientes susceptibles con

mayor frecuencia en las unidades de cuidados intensivos (UCI). En nuestro país existen

estudios relacionado con este microorganismo que sustenta la importancia de la

prevención.

Este trabajo de investigación titulado “Prevención por acinetobacter baumannii en la

unidad de cuidados intensivos de un hospital de segundo nivel de atención”, tiene como

objetivo prevenir las infecciones asociadas por Acinetobacter baumannii. Mediante tres

variables las cuales son: higiene de manos, limpieza y desinfección de material y equipo

y la técnica de barrera máxima.

Se realizó un estudio de tipo cuantitativo, descriptivo y observacional. La muestra de

estudio está conformada por 30 profesionales de enfermería que se encuentran adscritas

a la UCI. Se realiza una evaluación de conocimientos a través de un instrumento sobre

las medidas de prevención que consta de 10 preguntas con opción multiple donde los

criterios de evaluación son: muy bueno, bueno y deficiente esta medición sustenta la

necesidad de la realización de este estudio. Con respecto al conocimiento que tiene el

personal profesional de enfermería encuestado sobre la eficiencia de las medidas de

prevención por acinetobacter baumannii se obtuvo un indicador de eficiencia general

bueno de un 72%. Los resultados por variable fueron los siguientes: el 80% fue de

conocimiento, el 63% al lavado de manos, 72% corresponde a la limpieza y desinfección

del material y equipo así como por último se obtuvo el 80% en la técnica de barrera

máxima.

Estos resultados nos permiten implementar las medidas preventivas mediante la difusión

con base en la NOM-045-SSA-2015 para la vigilancia epidemiológica, prevención y

control de las infecciones asociadas a la atención de la salud, al personal de enfermería

de la UCI.

Acinetobacter is a gram-negative aerobic coccobacillus that has been described from an

organism of questionable pathogenicity to that of an infectious agent of great hospital

importance worldwide and occurs in susceptible patients more frequently in intensive care

units (ICU). In our country there are studies related to this microorganism that support the

importance of prevention.

This research work entitled "Prevention of Acinetobacter baumannii in the intensive care

unit of a second level care hospital", aims to prevent infections associated with

Acinetobacter baumannii. By means of three variables which are: hand hygiene, cleaning

and disinfection of airway material and equipment and the maximum barrier technique.

A quantitative, descriptive and observational study was carried out. The study sample

consisted of 30 nursing professionals assigned to the ICU. Knowledge was evaluated by

means of an instrument on prevention measures consisting of 10 multiple-choice

questions where the evaluation criteria are: very good, good and deficient, this

measurement supports the need to carry out this study. With respect to the knowledge

that the professional nursing personnel surveyed have about the efficiency of

acinetobacter baumannii prevention measures, a good overall efficiency indicator of 72%

was obtained. The results by variable were as follows: 80% were for knowledge, 63% for

hand washing, 72% for cleaning and disinfection of material and equipment, and 80% for

the maximum barrier technique.

These results allow us to implement preventive measures through dissemination based

on NOM-045-SSA-2015 for epidemiological surveillance, prevention and control of

healthcare-associated infections, to ICU nursing staff.

Effects of geostrophic kinetic energy on the distribution of mesopelagic fish larvae in the southern Gulf of California in summer/fall stratified seasons

Effects of geostrophic kinetic energy flux on the three-dimensional distribution of fish larvae of mesopelagic species (Vinciguerria lucetia, Diogenichthys laternatus, Benthosema panamense and Triphoturus mexicanus) in the southern Gulf of California during summer and fall seasons of stronger stratification were analyzed. The greatest larval abundance was found at sampling stations in geostrophic kinetic energy-poor areas (<7.5 J/m3), where the distribution of the dominant species tended to be stratified. Larvae of V. lucetia (average abundance of 318 larvae/10m2) and B. panamense (174 larvae/10m2) were mostly located in and above the pycnocline (typically ∼ 40 m depth). In contrast, larvae of D. laternatus (60 larvae/10m2) were mainly located in and below the pycnocline. On the other hand, in sampling stations from geostrophic kinetic energy-rich areas (> 21 J/m3), where mesoscale eddies were present, the larvae of the dominant species had low abundance and were spread more evenly through the water column, in spite of the water column stratification. For example, in a cyclonic eddy, V. lucetia larvae (34 larvae/10m2) extended their distribution to, at least, the limit of sampling 200 m depth below the pycnocline, while D. laternatus larvae (29 larvae/10m2) were found right up to the surface, both probably as a consequence mixing and secondary circulation in the eddy. Results showed that the level of the geostrophic kinetic energy flux affects the abundance and the three-dimensional distribution of mesopelagic fish larvae during the seasons of stronger stratification, indicating that areas with low geostrophic kinetic energy may be advantageous for feeding and development of mesopelagic fish larvae because of greater water column stability. © 2016 Contreras-Catala et al. Freshwater exchanges and surface salinity in the Colombian basin, Caribbean Sea

Despite the heavy regional rainfall and considerable discharge of many rivers into the Colombian Basin, there have been few detailed studies about the dilution of Caribbean Surface Water and the variability of salinity in the southwestern Caribbean. An analysis of the precipitation, evaporation and runoff in relation to the climate variability demonstrates that although the salt balance in the Colombian Basin overall is in equilibrium, the area south of 12N is an important dilution sub-basin. In the southwest of the basin, in the region of the Panama-Colombia Gyre, Caribbean Sea Water is diluted by precipitation and runoff year round, while in the northeast, off La Guajira, its salinity increases from December to May by upwelling. At the interannual scale, continental runoff is related to El Niño Southern Oscillation, and precipitation and evaporation south of 12°N are related to the Caribbean Low Level Jet. During El Niño years the maximum salinification occurs in the dry season (December-February) while in La Niña years the maximum dilution (or freshening), reaching La Guajira Coastal Zone, occurs in the wet season (September-November). © 2017 Beier et al. Dipole-wind interactions under gap wind jet conditions in the Gulf of Tehuantepec, Mexico: A surface drifter and satellite database analysis

Gap wind jets (Tehuano winds) trigger supersquirts of colder water and mesoscale asymmetric dipoles in the Gulf of Tehuantepec (GT). However, the effects of successive gap wind jets on dipoles and their effects inside eddies have not yet been studied. Based on the wind fields, geostrophic currents, and surface drifter dispersion, this research documented three dipoles triggered and modified by Tehuano winds. Once a dipole develops, successive gap wind jets strengthen the vortices, and the anticyclonic eddy migrates southwestward while the cyclonic eddy is maintained on the east side of the GT. During the wind relaxation stage, the cyclonic eddy may propagate westward, but due to the subsequent re-intensification of the Tehuano winds, the vortex could break down, as was suggested by surface drifter dispersion pattern and geostrophic field data. The effect of the Tehuano winds was evaluating via eddy-Ekman pumping. Under Tehuano wind conditions, Ekman downwelling (upwelling) inside the anticyclonic (cyclonic) eddies may reach ~ -2.0 (0.5) m d-1 and decrease as the wind weakens. In the absence of Tehuano winds, Ekman downwelling inside the anticyclonic eddy was ~ 0.1 (-0.1) m d-1. The asymmetry of downwelling and upwelling inside eddies during Tehuano wind events may be associated with Tehuano wind forcing. © 2019 Santiago-García et al.
