The world uncertain and disturbing panorama at the beginning of a new millennium forces to the critical reflection on the present and the humanity's future. It is hence primordial need of philosophizing meditating, to analyze and to evaluate the perspectives presented by the theoretical of the different disciplines for this way to be able to present their own vision on the common problem. In a world more and more globalized the culture is no longer a secondary or complementary matter but you it transforms into "the topic", in the axis on which you/they rotate the vertiginous changes of our it was and without which any explanation is incomplete and not very satisfactory. The increase of the economic problem, politics, social and ecological it requires of new and audacious proposals them to substitute the inoperative ones paradigms that have prevailed up to now, that that in turn implies a revision and deep analysis of the sense and paper that it plays the culture in all the areas of the one human knowledge. The global problems require global solutions, for that that this necessary revision of the culture like problem in the way of being of a society or societies have to be focused from their universal perspective for later to analyze it in the particular thing. As it is perceived, this challenge is uppercase and it overcomes the possibilities of any human being, for what I opted to define the one fear from this thesis to the relationship that has the culture with the democracy and the globalization in the new era of the information, two of the more phenomena influential, polemic and representative of the modernity and the posmodernidad. The globalization is accelerating the crash of the cultures and civilizations, it overturns all the ways of life and it questions the old truths that before they were sustained in the traditional order.
El incierto e inquietante panorama mundial al comienzo de un nuevo milenio obliga a la reflexión crítica sobre el presente y futuro de la humanidad. Es por ello menester primordial del filosofar el meditar, analizar y evaluar las perspectivas presentadas por los teóricos de las distintas disciplinas para así poder presentar su propia visión sobre la problemática común. En un mundo cada vez más globalizado la cultura ya no es un asunto secundario o complementario sino se convierte en “el tema”, en el eje sobre el cual giran los cambios vertiginosos de nuestra era y sin el cual cualquier explicación es incompleta y poco satisfactoria. La agudización de la problemática económica, política, social y ecológica requiere de nuevas y audaces propuestas que sustituyan los inoperantes paradigmas que han prevalecido hasta ahora, lo que a su vez implica una revisión y análisis profundo del sentido y papel que juega la cultura en todas las áreas del conocimiento humano. Los problemas globales requieren soluciones globales, por lo que esta revisión necesaria de la cultura como problema de la forma de ser de una sociedad o sociedades tiene que ser enfocada desde su perspectiva universal para después analizarla en lo particular. Como se percibe, este reto es mayúsculo y supera las posibilidades de cualquier ser humano, por lo que opté delimitar el tema de esta tesis a la relación que tiene la cultura con la democracia y la globalización en la nueva era de la información, dos de los fenómenos más influyentes, polémicos y representativos de la modernidad y la posmodernidad. La globalización está acelerando el choque de las culturas y civilizaciones, trastorna todos los modos de vida y pone en entredicho las antiguas verdades que antes se sustentaban en el orden tradicional.
