El rezago social es uno de los problemas endémicos del estado de Guerrero. La medición de esta condición, la realiza el Consejo Nacional de Evaluación de la Política de Desarrollo Social (CONEVAL), a través de la construcción, cada cinco años, del Índice de Rezago Social (IRS) y con base en este, establece también el Grado de Rezago Social (GRS). El estado de Guerrero, en las cuatro últimas mediciones, ha observado un GRS muy alto, ubicándolo como uno de las entidades con mayor rezago del país. A la par de ello, el principal fondo de que disponen los municipios para abatir el rezago, el Fondo de Aportaciones para la Infraestructura Social Municipal (FISM), ha registrado en el período 2001-2015, un crecimiento promedio anual en pesos constantes del 5.44%.
La relación que debiera esperarse es que a mayores recursos del fondo menor IRS, pero las estadísticas muestran que a mayores recursos mayor IRS. De aquí deriva en el problema de investigación que originó la necesidad de desarrollar este trabajo. Por tanto, en esta investigación se analiza la incidencia del FISM en la variabilidad del ISR de los municipios de Guerrero, mediante la construcción de modelos de regresión lineal simple y múltiple.
The social backwardness is one of the endemic problems in the state of Guerrero. The National Council for the Evaluation of the Social Development Policy (CONEVAL), each five years through the construction of the Social Rejection Index (SRI) has established this condition and the degree of Social Rejection (DSR). The state of Guerrero, in the last four measurements, has observed a very high DSR, placing it as one of the most backward entities in the country. At the same time, the main fund available to municipalities to reduce the backlog, the Municipal Social Infrastructure Contribution Fund (MSIC), has registered an average annual growth in constant pesos of 5.44 %.
The ratio that should be expected is higher resources of the IRS lower fund, but the statistics show the higher IRS resources. This situation gave rise to this research problem that led to the need to develop the study. Therefore, this study analyzes the incidence of MSIC in the SRI variability of the municipalities of Guerrero, through the construction of simple and multiple linear regression models.
