Local markets and food security. The case of the Milpera and Puuc regions in Yucatan

Food insecurity is a complex problem worldwide. A major part of this problem is the food supply. Local markets can represent a strategy for building social capital, as well as strategies for subsistence and sustainability of food value chains, contributing to food security and its effects. The objective of this research is to determine if the existence of a municipal market in the Milpera and Puuc regions of Yucatán favors the existence of food security, the consumption or the expense of natural foods. The population is located in 18 municipalities of Yucatán, Mexico. To carry out this study, a cross-sectional, non-experimental study, with a quantitative approach and correlational scope. The main techniques that were applied were descriptive statistics and contingency tables with respect to 6 hypotheses. This work shows that the existence of markets in the communities makes a significant difference because it positively impacts the food security of the inhabitants, since it allows them to have access to a wider variety of products and at the same time, favors the active dynamics of the economy of the community.

A twelve years story of waste of social resources: The Mexico-Toluca Interurban Train

The general objective of this paper is to make an ex-post evaluation of the Mexico-Toluca Interurban Train project (TIMT) more than nine years after the beginning of its construction stage. The present study is based on the cost-benefit analysis approach, through which some analysis scenarios have been built and whose results are contrasted with the official project evaluations. The present research has focused on the analysis of the TIMT as a microcosm of the scarce efficiency of public investment in Mexico, resulting in a waste of social resources. According to the results of the study, the combination of delays and cost overruns (186% in nominal terms, 114% in real terms, and 90% in dollars) has configured a project (across two Federal Government Administrations) with negative social profitability, with losses valued at more than 550 million dollars, placing it in the most problematic quartile of train projects in the world.

Behavior of private retailers in a regulated input market: An empirical analysis of the fertilizer subsidy policy in Nepal

The private sector in Nepal participates in the regulated import and distribution of three types of subsidized fertilizer. However, almost 55% of the agrovets (family-owned microenterprises) that retail agricultural inputs do not comply. Many farmers rely on the fertilizer purchased through these agrovets, including subsidized ones. There is no private sector importer of the three types of fertilizer covered by the subsidy program, which indicates that the agrovets either acquire these through leakage in the government distribution system or through illegal cross-border trade from India, both of which are considered legal noncompliance. We discern the determinants for this noncompliant behavior of agrovets using logistic regression. The results from logistic regression suggest that the agrovets that are more likely to comply are registered, have membership in business associations, and have a higher number of competitors. Those with diversified business portfolios and covering a greater number of districts are less likely to comply. Key informants, consisting of both public and private sector stakeholders, were solicited for their views on solving this noncompliant behavior. The private sector unanimously asserts the need for deregulation of fertilizer imports and the participation of agrovets in the distribution of the subsidized fertilizer. In contrast, the public sector is skeptical of the ability and trustworthiness of the private sector in the import and distribution of quality fertilizer. We propose a middle ground to mitigate private sector noncompliance and suggest a policy revisit to increase the fertilizer supply and distribution efficiency.

En esta ocasión trataremos un tema que ha generado interés en el sector financiero pero que también ha causado controversia dentro de la comunidad hídrica: la cotización del precio futuro del agua (de California) dentro del mercado de derivados más grande del mundo, el Chicago Mercantile Exchange, cuya razón de ser da entrada a la especulación de los precios de diferentes tipos de derivados existentes, tales como los metales preciosos, los hidrocarburos, los productos agrícolas y, más recientemente, el agua. El mecanismo de operación de estos mercados financieros es a través de “contratos a futuro”, esto es, acuerdos de compra-venta que permiten a inversionistas, tanto individuales como institucionales, utilizar este instrumento para generar fluctuaciones a corto y mediano plazo con el único objetivo de obtener la mayor ganancia económica posible. Si bien la existencia de este instrumento de inversión de futuros de agua (denominado Nasdaq Veles California Water Index) es incipiente y únicamente abarca los precios de los derechos de todas las aguas superficiales y cuatro acuíferos del estado de California, EUA, es necesario comprender las posibles consecuencias ambientales, así como los impactos socio-económicos que este instrumento financiero pudiese generar en la sociedad, principalmente en los sectores de la población más vulnerable, desde un contexto de seguridad hídrica y del derecho humano al agua.
