Institutionalization of leftist utopias in Latin America: a case study

Faced with popular dissatisfaction with liberal-capitalist democracy, at the beginning of the 21st century there is a governmental shift to the left in Latin America, in which Mexico is recently participating, with the arrival of the Morena party to power. The social movements that promote these political projects convey leftist utopias that seek to institutionalize themselves in political systems and public policies. However, this process of utopian institutionalization presents tensions and contradictions within the so-called party-movements. In this paper I present a methodological proposal for utopian analysis, which I apply to the “Colectivo La Calle”, a group that is part of the lopezobradorista movement in Mexico. I analyze three utopias mediated by this group and find that indeed the Colectivo is mobilizing against Morena’s pragmatism. This result adds to previous literature, which, given contemporary governmental experiences, questions the ability of the Latin American institutional left to overcome conservative hegemony.

La política pública contra la sequía en México: avances, necesidades y perspectivas

Se presentan las acciones que se generaron a partir de la sequía del periodo 2010-2012 en México, la cual fue el detonador para un cambio en la manera de atender este fenómeno, al pasar de la reacción frente a las emergencias hacia un modelo preventivo orientado a la gestión del riesgo. En ese contexto se formuló una política pública nacional al respecto, donde el Programa Nacional contra la Sequía se constituyó en el eje rector. Los fundamentos de este programa —prevención y mitigación— constituyen las bases sobre las cuales se busca mejorar la gestión versus las sequías y fortalecer las capacidades locales para afrontar sus impactos con estrategias adecuadas. Se discuten algunas líneas de acción emprendidas en esta política pública, y se señalan varios elementos que aún no se han implementado o es incipiente su realización.

La caracterización de la sequía con base en el comportamiento temporal y espacial de la lluvia, confirma la complejidad del fenómeno y su cualidad de "evento raro", en el sentido de que es poco modelable, impredecible, inevitable, progresivo e ineludible. Sus daños potenciales en el sector primario, la agricultura, superan con mucho los de todos los demás fenómenos naturales juntos. Con los valores meteorológicos de lluvia histórica estimada para una malla de 0.5x0.5º para todo el país, se obtuvieron los mapas de isoyetas medias y para años selectos permiten detectar y evaluar las características básicas del fenómeno: duración, intensidad, severidad y extensión.

Los manglares: un hogar para los murciélagos

Los manglares albergan una gran diversidad de especies de insectos, peces, aves y mamíferos; entre estos últimos se encuentran los murciélagos (Chiroptera). Los manglares son de gran importancia para la conservación de la biodiversidad, así como también por los servicios ambientales que nos ofrecen y por las especies que albergan. Reconocer la importancia de los manglares para los murciélagos toma relevancia, ya que, al proteger este ecosistema, conservamos la diversidad de murciélagos y su hábitat, razones por las que se han establecido tres áreas con manglar en la península de Yucatán, como importantes para la conservación de los murciélagos.

Hoy día podemos encontrar poblaciones silvestres de Apis mellifera de origen africanizado en todo el país, siendo además la abeja que la mayoría de los apicultores tienen en sus apiarios. Estas abejas africanizadas tuvieron su origen en un proceso de hibridación entre abejas africanizadas y europeas que ocurrió en México, pero que tuvo su origen en Brasil. Estos enjambres en zonas urbanas son un riesgo para la salud pública, ya que su presencia puede ocasionar accidentes y víctimas fatales, por lo cual es necesario saber qué hacer cuando se está ante la presencia de ellos.

Urban stories and representations in the cultural memory of the Main Square of Tunja, Colombia

The relations between history and memory in the urban space inherited from the Main Square of Tunja, Colombia, are questioned during the nineteenth century and the first half of the twentieth century, and the monumental, urban and architectural representations related to the processes of independence and revolution that impacted on the foundation of the Colombian state. The model of inquiry is inductive and qualitative, and involved the integration of historical and historiographical sources that were subjected to processes of analysis, reflection, and explanatory synthesis. As a result of this work, the narratives of the changes and prevalences that characterize the urban heritage of this foundational environment decisive for the understanding of urban and cultural history in Colombia are presented.

Habitability conditions for floods: the case of Tuxtla Gutiérrez, Chiapas, Mexico

At present, there are changes in the environment that favor the presence of extreme climatic phenomena such as floods, this exposure implies that the populations of urban areas suffer effects on their material assets, which limits their capacity for individual and / or family development. Given the lack of local territorial planning, the establishment of colonies was allowed on the banks of the Sabinal river and its tributaries that present episodes of flooding during the rainy season (Sistema Municipal de Protección Civil, 2015).

 

The study evaluates the habitability conditions of the urban population exposed to flooding, the city of Tuxtla Gutiérrez, Chiapas is taken as a reference, since historically it is a recurring problem during the summer. The methodology interrelates geostatistical, spatial and cartographic databases with hemerographic information sources based on the review of the literature for the construction of the general index, determined in dimensions that group social, economic, educational aspects, availability of basic services, goods with those that count the dwellings and their accessibility, etc., on a geographical scale of Urban Geostatistical Areas (AGEB).

 

The results obtained generated an index on the distribution of habitability conditions by urban Ageb, they are interrelated with spatial data on floods and their relationship with Sustainable Development Goal 11 (ODS), which proposes to improve infrastructure conditions in cities and towns. sustainable communities so that the inequality originated among the population exposed to future extreme flood events that occur in the different areas that make up the city is reduced.
