The Mexican environmental flow standard: scope, application and implementation

With the implementation of the Official Mexican Standard NOM-011-CONAGUA-2000, the water balance of 730 basins has been calculated and its water availability agreement is published. This rule points out to allocate water for the environment only as an annual volume since methods for estimating environmental flows were not standardized in the country. In this paper, an analysis of the environmental flow standard and examples of the suggested hydrological methods are presented. For its implementation, some steps are taking place, mainly establishing environmental water reserves and building capacities. In addition, environmental allocations are becoming a common practice for all water projects, as well as setting limits to hydrological alterations by hydroelectric dams. The standard promotes the use of technical integration tools to analyze the responses of ecosystems to changes in the flow regime and adaptive management under different scenarios of water use. Although the main steps have been taken, its implementation as mandatory rule will take time.

Synthesis of hollow carbon spheres by chemical activation of carbon nanoparticles for their use in electrochemical capacitor

"Naphthalene combustion has been used to synthesize grams per hour of solid carbon spheres (CS). The carbon soot was activated by acid treatment consisting in a mixture of HNO3 and H2SO4 (1/3 v/v) to produce hollow carbon spheres (HCS). The effect of two concentrations of CSs (5 and 10 mg mL−1) in the acid mixture, on the physicochemical properties of the activated HCSs was studied. The HSCs were subjected to a thermal treatment to increase their graphitization to enhance their electrical conductivity. High-resolution transmission electron microscopy confirmed the formation of HCSs due to the acid treatment whereas FTIR spectra showed that the chemical activation produced functional groups on the carbon spheres surface and the heat treatment effect to remove some of them as well. A specific surface area of 300 m2 g−1 and a large density of micropores for the acid-treated CSs as well as the heat-treated CSs were estimated by analysis of N2 adsorption-desorption isotherms. A specific capacitance 70 F g−1 was calculated by cyclic voltammetry of the acid and thermally treated HCSs at 5 mV s−1, for both CS concentrations, indicating the possibility of synthesizing these HCSs using a simple method in large quantities for their use in electrochemical capacitors."

“We place our hope in the land”: defense of the territory against mining in Ixtacamaxtitlán, Puebla

Mexico occupies first place in mining exploration in Latin America, a situation that has caused alarm among native peoples because the implementation of extractive projects threatens their vital space. The objective of this paper is to analyze the actions of Corporate Social Responsibility (CSR) of the Ixtaca Project in Ixtacamaxtitlán, Puebla, as well as the strategies of territorial defense undertaken by the communities to stop its expansion. Data was gathered through one survey, one workshop and various interviews conducted in three communities affected by the project. Results discuss three actions of CSR: 1) job offers; 2) investment in community infrastructure; 3) support for social events. Three main defense strategies were identified: 1) collective agreements refusing to sell water to the company; 2) legal litigations in favor of the right to be consulted as native peoples; 3) the strengthening of peasant agriculture thanks to the defense of the ejido, the conservation of irrigation water and the support received from the federal program Sembrando Vida. The paper concludes that, despite the negative impacts of RCS actions, these strategies have proven effective because mining concessions have been cancelled and some families have returned to agriculture.
