Behavior of private retailers in a regulated input market: An empirical analysis of the fertilizer subsidy policy in Nepal

The private sector in Nepal participates in the regulated import and distribution of three types of subsidized fertilizer. However, almost 55% of the agrovets (family-owned microenterprises) that retail agricultural inputs do not comply. Many farmers rely on the fertilizer purchased through these agrovets, including subsidized ones. There is no private sector importer of the three types of fertilizer covered by the subsidy program, which indicates that the agrovets either acquire these through leakage in the government distribution system or through illegal cross-border trade from India, both of which are considered legal noncompliance. We discern the determinants for this noncompliant behavior of agrovets using logistic regression. The results from logistic regression suggest that the agrovets that are more likely to comply are registered, have membership in business associations, and have a higher number of competitors. Those with diversified business portfolios and covering a greater number of districts are less likely to comply. Key informants, consisting of both public and private sector stakeholders, were solicited for their views on solving this noncompliant behavior. The private sector unanimously asserts the need for deregulation of fertilizer imports and the participation of agrovets in the distribution of the subsidized fertilizer. In contrast, the public sector is skeptical of the ability and trustworthiness of the private sector in the import and distribution of quality fertilizer. We propose a middle ground to mitigate private sector noncompliance and suggest a policy revisit to increase the fertilizer supply and distribution efficiency.

El presente trabajo analiza el retorno de los estudiantes costarricenses que viajaron a México durante el cardenismo para cursar la carrera de medicina, con el fin de determinar su inserción laboral en el sistema de salud costarricense entre las décadas de 1940 y 1960. Se exploran las circunstancias que giraron alrededor del retorno y la inserción laboral de dichos profesionales. Al respecto, se evidencia que la integración a la fuerza de trabajo en el Hospital San Juan de Dios permitió un rápido ascenso en el escalafón médico. Esta dinámica posibilitó que un número considerable de los médicos tratados en el presente estudio ocupara puestos de poder en instituciones de salud costarricenses, situación que llevó a que se integraran al proceso de creación de la Escuela de Medicina de la Universidad de Costa Rica, la cual entró en funciones en el año de 1961.

The present work analyzes the return of Costa Rican students who traveled to Mexico during the cardenismo period to study medicine, in order to determine their labor insertion in the Costa Rican health system between the 1940s and 1960s. The circumstances surrounding the return and work insertion of these professionals are explored. In this regard, it is evident that the integration to the workforce of the San Juan de Dios Hospital allowed a rapid ascent in the medical ladder. This dynamic made it possible for a considerable number of the doctors treated in this study to hold positions of power in Costa Rican health institutions, a situation that led to their integration into the process of creating the University of Costa Rica’s School of Medicine, which became operational in 1961.

The public-private confluence of interests between urban and real estate marketing. The case of the Mitikah Ciudad Viva project

The shift from a managerial to an entrepreneurial approach establishes a new form of urban governance based on a broader coalition of forces in which public-private partnerships have taken place. The Xoco-Mitikah urban conflict shows that the confluence of interests between the real estate and urban tourism industry embraces the common goal of designing an urban experience that makes the competitive advantages of Southern Mexico City profitable for both. Mitikah’s real estate marketing analysis showed that, through the promotion highlights of the South, the conflictive socio-territorial relationships that emerge along with the construction of real estate megaprojects are emotionally and affectively mediated.

Precariedad laboral en el empleo de jóvenes profesionistas : el caso de egresados de la Universidad de Sonora 2017

La precariedad laboral es un problema que se ha expandido al empleo de profesionistas y en el que se manifiesta la vulnerabilidad de los jóvenes en su transición del mundo universitario al mundo laboral. Los recién egresados están frente a un escenario de inestabilidad en el trabajo, en un contexto en el que la producción de egresados de licenciatura rebasa la capacidad del mercado laboral para absorberlos y la flexibilidad del empleo en el marco de la globalización genera más trabajadores asalariados con un menor nivel de ingresos o un bajo nivel de protección social y seguridad laboral en sus ocupaciones

El objetivo de esta investigación fue analizar la extensión de la precariedad laboral en el empleo de los jóvenes recién egresados de la Universidad de Sonora en las dimensiones temporal, económica, organizacional y social.

Para el análisis de la precariedad laboral en jóvenes profesionistas se utilizaron en esta investigación datos de la Encuesta de Egresados de Licenciatura 2017 de la Universidad de Sonora y se construyó un índice sumatorio simple para la ubicación de los trabajadores asalariados en una escala que consideró desde los empleos no precarios hasta los de alta precariedad.

Se analizaron 932 observaciones: 552 mujeres y 380 hombres. 14 por ciento cuentan con empleo de calidad y 86 por ciento con empleo precario. 52.7 por ciento, 28.2 por ciento y 5.1 por ciento corresponden al nivel de baja, media y alta precariedad respectivamente. Se concluyó que los jóvenes que cuentan con empleos no precarios son una minoría, afectando en mayor proporción a las mujeres.

Regional analysis of the wage discrimination in the indigenous workers in Mexico

The objective of this research is to estimate and decompose the wage gap between indigenous and non-indigenous workers by region in Mexico, to examine whether there are regional differences in the existing wage inequality that a priori affects the indigenous population and whether these differences can be attributed to the job profile of this group or by systematic labor discrimination against them. Using the data from the 2018 National Household Expenditure Revenue Survey (ENIGH-N) and the Oaxaca-Blinder decomposition, it was found that indigenous workers face a wage gap in all regions of the county. But, this gap is more pronounced in the center and south regions, where, on average, the associated component with labor discrimination has a percentage greater than 56. In contrast, in the north-central and northern regions of Mexico, the residual component is on average less than 33%, which suggests that the wage gap is explained by differences in productivity between groups.

Intimate partner violence and its relationship to labor income

In Mexico, 70.1% of women have been victims of violence in their lifetime and the main perpetrator is her intimate partner. Gender violence is a public health problem that has multiple negative impacts in woman and their offsprings. The relation violence and income is an issue that has been scarcely studied for Mexico. The objective of this article is to analyze the intimate partner violence and its relationship to labor income for Mexican women, data used are from the National Survey on the Dynamics of Households Relationships (ENDIREH 2021). The principal component method is used to estimate five kinds of violence; physical, emotional, economic, sexual and, harassment. The instrumental variables method is used to consider the endogeneity of income and violence variables. Except harassment, the results indicate a negative relationship between income and violence. Specifically, sexual violence has the greatest negative effects; women who are victims of sexual violence have an average reduction of 17.4% in monthly labor income. This negative effect represents a loss of just over two month of working days per year and, in the aggregate terms, is equivalent to 0.87% of GDP. The above highlights the importance of orienting public policy actions to work in prevention, attention, punishment and eradications any kind of violence against women.
