“Mexico half way of making”: Carlos Chávez and the foundation of the National Institute of Fine Arts (INBA) (1945-1947)

I am focusing on the interaction between a cultural agent, Carlos Chávez, and the government elite, related to the circumstances of the enunciation of a public and official organism, INBA (The National Institute of Fine Arts), because I assume that political relations are fundamental to understand a process that endorsed the official culture as an appendage of politics. In spite of its relevance, this subject has not been studied. Based on archival documentation (at the National Archive of Mexico and the archive of INBA) I am examining the cultural policies derived from the foundation of INBA. Due to the current pandemic situation, it was not possible to consult other documental sources. I am formulating that the concept of “high culture” was at the core of a wider conflict between governmental interests and those of representative social actors, and I conclude that this obstacle would have conferred a major political and symbolical importance to the Institute, and consequently, would restrict its budget.

Habitability conditions for floods: the case of Tuxtla Gutiérrez, Chiapas, Mexico

At present, there are changes in the environment that favor the presence of extreme climatic phenomena such as floods, this exposure implies that the populations of urban areas suffer effects on their material assets, which limits their capacity for individual and / or family development. Given the lack of local territorial planning, the establishment of colonies was allowed on the banks of the Sabinal river and its tributaries that present episodes of flooding during the rainy season (Sistema Municipal de Protección Civil, 2015).

 

The study evaluates the habitability conditions of the urban population exposed to flooding, the city of Tuxtla Gutiérrez, Chiapas is taken as a reference, since historically it is a recurring problem during the summer. The methodology interrelates geostatistical, spatial and cartographic databases with hemerographic information sources based on the review of the literature for the construction of the general index, determined in dimensions that group social, economic, educational aspects, availability of basic services, goods with those that count the dwellings and their accessibility, etc., on a geographical scale of Urban Geostatistical Areas (AGEB).

 

The results obtained generated an index on the distribution of habitability conditions by urban Ageb, they are interrelated with spatial data on floods and their relationship with Sustainable Development Goal 11 (ODS), which proposes to improve infrastructure conditions in cities and towns. sustainable communities so that the inequality originated among the population exposed to future extreme flood events that occur in the different areas that make up the city is reduced.

El tema del agua en la prensa de Piedras Negras, Coahuila (México)

"El objetivo de este artículo es documentar los temas y las fuentes relativos al agua expuestos en la prensa de Piedras Negras, Coahuila (México). Se utilizó la teoría de la agenda setting y el análisis de contenido cuantitativo y cualitativo de las notas publicadas en los portales de noticias La Rancherita del Aire y Zócalo de enero a noviembre de 2019. Como resultado, se determina que hay una exposición muy importante del tema en la prensa local, y está jerarquizada en temáticas particulares: agua potable, drenaje, administración del agua y agua superficial. Resaltan asuntos como el robo de agua y tomas clandestinas. Las fuentes de gobierno son las principales vías de información en la prensa y en sus discursos legitiman estas temáticas ante la sociedad, así como el apoyo que el Municipio da al organismo operador en inversión para agua-drenaje y las acciones realizadas por éste en la materia".

Treinta años de cooperación al desarrollo en España: análisis de la continuidad y cambio en las políticas públicas

A partir del análisis de la red de actores (policy network) y de la teoría del equilibrio interrumpido desarrollado por Baumgartner y Jones (1993), en este trabajo se analiza el caso de la política de cooperación al desarrollo de España desde la transición democrática hasta el presente. El objetivo es analizar la continuidad y cambio de esta política desde la perspectiva del análisis de las políticas públicas. Se demuestra que, al igual que en otros casos, la estabilidad más que el cambio caracteriza su evolución. Al mismo tiempo, se señala que las características propias del subsistema político de la cooperación al desarrollo afectan la

magnitud y la frecuencia de los cambios en la política.

The water crisis in the south-central region of the Chihuahua State and the 1997 UN Convention

The present writing focuses on the water crisis in the south-central part of Chihuahua State in the year 2020. Recent literature points to the drought, excess demand for the vital liquid and overpopulation of this region, among other issues, as the causes of the emergency. This paper argues that the reasons mentioned above are not causes, but effects of an economic policy of capital valorization and accumulation, which go far beyond the carrying capacity of the ecosystems and their capacity to regulate the polluting processes. The obsolescence of the water treaties between Mexico and the US make it necessary to consider other alternatives such as the 1997 UN Convention on water.

Optimization of the alkali-silane treatment of agave lechuguilla fibers (ixtle) for potential reinforcement in polymeric composites

Reinforced polymeric composites with natural fibers have garnered significant interest in recent years due to the need for biomass utilization and the requirements of various industries, such as automotive and construction. Among these natural fibers, Agave lechuguilla fiber, commonly known as ixtle (FIx) or Tampico fiber, exhibits important characteristics such as length, high strength, and durability. However, there is limited literature on its conditioning, functionalization, and utilization as a reinforcing material in polymeric composites (CP). This study presents the optimization of the alkali-silane treatment of FIx, identifying the most suitable reaction conditions to enhance their thermal stability, tensile strength, and silane coupling agent (ACSi) grafting on the fiber surface. The chemical treatment with ACSi proved highly effective, resulting in a significant grafting content, which was confirmed through FTIR and SEM–EDS analyses. The high level of functionalization did not compromise the mechanical performance of the fibers, suggesting that functionalized FIx holds great potential as a reinforcing material in CP. These findings open new paths for the sustainable use of Agave lechuguilla fibers, contributing to the development of environmentally friendly and high-performance polymeric composites in various industrial applications.

Farmers’ perspectives as determinants for adoption of conservation agriculture practices in Indo-Gangetic Plains of India

Understanding the farmer's perspective has traditionally been critical to influencing the adoption and out-scaling of CA-based climate-resilient practices. The objective of this study was to investigate the biophysical, socio-economic, and technical constraints in the adoption of CA by farmers in the Western- and Eastern-IGP, i.e., Karnal, Haryana, and Samastipur, Bihar, respectively. A pre-tested structured questionnaire was administered to 50 households practicing CA in Western- and Eastern-IGP. Smallholder farmers (<2 ha of landholding) in Karnal are 10% and Samastipur 66%. About 46% and 8% of households test soil periodically in Karnal and Samastipur, respectively. Results of PCA suggest economic profitability and soil health as core components from the farmer's motivational perspective in Karnal and Samastipur, respectively. Promotion and scaling up of CA technologies should be targeted per site-specific requirements, emphasizing biophysical resource availability, socio-economic constraints, and future impacts of such technology.
