Abduction according to Peirce: reflections from the south on the crisis of representation brought on by COVID-19

In this article, I reflect on the importance of abductive thinking for processes of material and conceptual reinvention in the context of the current public health crisis. Inseparable from the climate change engulfing the planet, this crisis provides the basis for a semiotic revolution. Therefore, I interrogate Peirce’s work without losing sight of my own time and place of interlocution. COVID-19 has brought with it a crisis of representation which, in contrast to that unleashed by the Holocaust and World War II, and to which the Frankfurt School responded, demands responses from the Global South. Beginning from Dussel’s call to defend life as a matter of ethical urgency in the face of its irresponsible objectification within colonial capitalist modernity –which arguably triggered the pandemic–, I trace a “nocturnal map” that registers the present meaning-making crisis, and allows for a reimagining and remaking of the world from elsewhere.

Multilevel governance for local management of drinking water in Latin America: case studies from Costa Rica, Honduras and Mexico

El abastecimiento del agua para consumo humano a escala local puede depender de la participación social. Se compararon tres regímenes de gobernanza para gestión del agua basado en acción colectiva y en entidades anidadas: 1) Asociaciones Administradoras de Sistemas de Acueductos y Alcantarillados Sanitario (ASADAS) en Costa Rica, 2) Juntas Ad-ministradoras del Agua (JAA) en Honduras y 3) Comités de Agua (CA) en Oaxaca, México. Se analizaron el marco legal, la estructura y operatividad y la eficiencia en la provisión y conservación de los recursos hídricos mediante revisión documental, observación partici-pativa y entrevistas informales.ASADAS y JAA son reconocidas legalmente, mientras que los CA no tienen soporte en el marco legal mexicano. Los regímenes mostraron estructuras y operatividad análoga, así como tendencias similares hacia eficiencia en la provisión del agua y en asegurar la recarga hídrica, pero capacidades económicas diferentes. Reconocer y empoderar los CA en México podría aumentar y garantizar el abastecimiento de agua a el largo plazo

Adequate supply of drinking water at local level depends, in many cases on community participation. We compare three governance regimes for drinking water management based on multilevel collective action: 1) ASADAS in Costa Rica, 2) Water Boards (JAA, for its acronym in spanish) in Honduras and 3) Water User Committees (CA, for its acronym in spanish) in Mexico. Our data is based on participant observation, and formal and informal interviews. Legal framework, structure and operation, and efficiency for provision and conservation of water resources are analyzed. ASADAS and Water Boards are legal entities with recog-nized community participation and collective action, while Water Committees have no legal support by the Mexican Government. Regimens showed similar structures and operation, but different economic capabilities and efficiencies in the provision of water and in ensur-ing water recharge. Availability and demand are essential aspects for the human being when planning is made to provide water to the different sectors that may have need of it; still, the demand of suitable volume of water increases day by day, while the supply decreases gradually. In this inverse relationship, anthropogenic and environmental dynamics are decisive to guarantee the needs of the population, specifically due to the climatic transformations evidenced in recent decades. Throughout history, the state of Zacatecas has suffered the ravages of extreme environmental events, mainly those related to drought. Likewise, but on a lesser extent, severe floods have occurred that have caused socioeconomic damage. In this work, the climatic variations of temperature and precipitation and their influence on the evolution of hydraulic systems for the supply of drinking water in the municipality of Nochistlán de Mejía, Zacatecas are analyzed during the period 1930-2015.

During the cold-bending process, the tooling suffers considerable damage due to excess pressure. This also causes the machines to break down, causing problems in the precision and quality of the metal parts formed. The precision depends on the operating conditions of the press, the tooling employed, and the elastic recovery effect of the material. This study determines the working conditions for a made-in-house horizontal hydraulic press through an experimental design (DOE). This research carried out the V-forming to 90° (ISO 2768-1) of a hot-rolled carbon steel plate, considering pressure, piston permanence time, and recovery factor (Kr). The experimental and statistical analysis ensures accurate forming while the work pressure decreases by 17% and 33%, respectively, regarding the maximum. This reduction will delay the appearance of fatigue damage and have the operating parameters well established; in turn, it will be possible to design tools according to commercial standards.

Durante el proceso de conformado en frío, las herramientas sufren daños considerables debido al exceso de presión. Esto también causa que las máquinas se rompan, causando problemas en la precisión y calidad de las piezas metálicas formadas. La precisión depende de las condiciones de funcionamiento de la prensa, las herramientas empleadas y el efecto elástico de recuperación del material. Este estudio determina las condiciones de trabajo de una prensa hidráulica horizontal fabricado en casa a través de un diseño experimental (DOE). Esta investigación llevó a cabo el conformado en V a 90° (ISO 2768-1) de una placa de acero al carbono laminada en caliente, teniendo en cuenta la presión, el tiempo de permanencia del pistón y el factor de recuperación (Kr). El análisis experimental y estadístico asegura un conformado preciso, mientras que la presión de trabajo disminuyó en un 17% y 33%, respectivamente, con respecto al máximo. Esta reducción retrasará la aparición de daños por fatiga y tendrá los parámetros de funcionamiento bien establecidos; con estos, a su vez, será posible diseñar herramientas de acuerdo con los estándares comerciales.

A twelve years story of waste of social resources: The Mexico-Toluca Interurban Train

The general objective of this paper is to make an ex-post evaluation of the Mexico-Toluca Interurban Train project (TIMT) more than nine years after the beginning of its construction stage. The present study is based on the cost-benefit analysis approach, through which some analysis scenarios have been built and whose results are contrasted with the official project evaluations. The present research has focused on the analysis of the TIMT as a microcosm of the scarce efficiency of public investment in Mexico, resulting in a waste of social resources. According to the results of the study, the combination of delays and cost overruns (186% in nominal terms, 114% in real terms, and 90% in dollars) has configured a project (across two Federal Government Administrations) with negative social profitability, with losses valued at more than 550 million dollars, placing it in the most problematic quartile of train projects in the world.

Efficiency of combating property violence in the Northwest region of Mexico

The situation of violence in Mexico shows an alarming trend as the number of committed crimes increased by 10.9% in 2021 compared to 2020. In fact, 75.6% of the Mexican population perceives the insecurity. Due to the above, it is necessary to strengthen public security to combat this trend. However, the resources allocated to the public security in Mexico are limited. Although there are studies that investigate what causes the violence in Mexico, so far there is no study that measures the efficiency of combating the violence related to budgetary, human, and material resources of the public security. This article investigates the efficiency of combating the property violence in 206 municipalities in the Northwest region of Mexico through the Data Envelopment Analysis. The results show a low efficiency (56.67%) with significant differences between the states in the region. Baja California is the state with the lowest efficiency (17.61%), whereas the highest efficiency is found in Durango (67.25%). For the last, the need to carefully plan changes in the police force and the public security infrastructure was noted to improve the efficiency and the level of security.

Caracterización de un sistema constructivo de bajo impacto ambiental para viviendas destinadas a poblaciones vulnerables

Este trabajo tiene como objetivo mostrar los beneficios y la decisión de elegir un Sistema Constructivo de Bajo Impacto Ambiental para Viviendas destinadas a Poblaciones Vulnerables, como primera opción en las construcciones de viviendas, hablando de manera general en México. De manera particular este trabajo se desarrolló en el caso de estudio específico, en la Alcaldía Xochimilco, en el pueblo de Santa Cruz Acalpixca, en donde se realizaron diversos estudios de la tierra más adecuada, al igual que diversos tipos de test, para conocer las propiedades de la tierra y así poder desarrollar con este estudio de investigación de los elementos el proceso de construcción de una Vivienda de 67.24 m₂, la cual se está planeando efectuar. A su vez se realizaron los estudios pertinentes, los cuales muestran que la vivienda es segura y está garantizada su habitabilidad, para ejecutar la construcción de este proyecto. Durante los proyectos de construcción de Sistemas Constructivos convencionales, se realizan grandes procesos de inversión en la obtención de los materiales que proporcionen las características necesarias de resistencia y soporte para las estructuras de la edificación. A su vez la obtención de estos materiales, es la actividad que puede generar mayor cantidad de impactos adversos al ambiente y a la calidad de vida de las personas. Por ello uno de los principios de la construcción sostenible es la implementación de materiales amigables con el ambiente, con larga vida útil y que para su manipulación se requiere un consumo de energía menor que lo necesario para el manejo de los materiales convencionales. Derivado de este documento tenemos como primicia, la contribución de los beneficios de la construcción sostenible, comparados con la construcción tradicional que se ha venido implementando en la sociedad actual. El presente documento se enfocará en la selección del Sistema constructivo con sus materiales y los costos relacionados al hacer uso de ellos, los impactos ocasionados en cada una de las etapas del proyecto y el costo-beneficio que genera la construcción tradicional y la aplicación de la sostenibilidad en la misma.

This work aims to present the benefits and the decision to choose a Low Environmental Impact Construction System for Housing for Vulnerable Populations, as the first option in housing construction, generally speaking in Mexico. In particular, this work was developed in the specific case study, in the Xochimilco Mayor's Office, in the town of Santa Cruz Acalpixca, where various studies of the most suitable land were carried out, as well as various types of tests, to know the properties of the land and thus be able to develop with this research study of the elements the construction process of a House of 67.24 m₂, which is being planned. At the same time, the pertinent studies were carried out, which show that the house is safe and its habitability is guaranteed, to execute the construction of this project. During the construction projects of conventional Construction Systems, large investment processes are made in obtaining the materials that provide the necessary characteristics of resistance and support for the building structures. In turn, obtaining these materials is the activity that can generate the greatest number of adverse impacts on the environment and on people's quality of life. For this reason, one of the principles of sustainable construction is the implementation of environmentally friendly materials, with a long useful life and that require less energy consumption for their handling than is necessary for the handling of conventional materials. Derived from this document we have as a first, the contribution of the benefits of sustainable construction, compared to traditional construction that has been implemented in today's society. This document will focus on the selection of the construction system with its materials and the costs related to making use of them, the impacts caused in each of the stages of the project and the cost-benefit generated by traditional construction and the application of technology. sustainability in it.
